thanks Lacy although -- I did try using absolute (px) units for both rules with the same results and I also used !important which (to my knowledge) overrides everything but I am going to play around with this a little more because -- as you say...

Yes ... this is assuming no other css rules are affecting this text. If you only take those two rules - in a blank document - fixing the line-height relative to the primary div corrects the problem. However, Drupal is notorious for having about 1...
