Yes ... this is assuming no other css rules are affecting this text. If you only take those two rules - in a blank document - fixing the line-height relative to the primary div corrects the problem.
However, Drupal is notorious for having about 1...
I was playing around in firebug with variations of this and the sizes would not budge...which is why I thought something more was going on. Let us know if this works, Carlos!
This is an example of the *Cascade* part of Cascading Style Sheets... Your first div #page - sets the default line height and font size for that entire div.
Anything within that div -- will first look at #page and then determine what to do.
